Cluster Headache sufferer questions Presidential Candidates

Hello I'm Anthony Amabile from New Castle, PA and I suffer from Chronic Cluster Headaches ... pure medical grade oxygen is an effective abortive... yet my insurance company (medicare/medicaid) will not cover it for Cluster Headaches. When will the doctors be enabled to treat patients based on health needs as opposed to the dictates of the insurance companies? If you become president what will you do to change this problem?
