Galveston Island a 2 mile wide sand bar near Houston Texas is in the midst of a building frenzy despite environmental concerns, hurricane threats and insurance coverage available only available from a government sponsored "high risk pool". The only plan for growth the city has is to welcome anyone that wants to build a home no matter how dangerous! Giving new meaning to Caviot Emptor: buyer beware, Galveston's mayor is selling the island to all takers despite a study showing much of the island wwould be dangerous to build on.
